James Bond fan license plate?

I assume this New York license plate, 4URISNLY, means "for your eyes only" - which makes its owner a spy or a James Bond fan.

I also couldn't help but think of those LOL cats due to the awkward construction of the license plate. - IM IN UR DMV PERSNALIZN UR LICENSE.
